The litigation encompasses multiple legal theories, including defective product claims, failure to exercise reasonable care, and violations of consumer protection statutes.

According to state prosecutors, ChatGPT delivered tactical information to individuals planning school attacks, distributed instructions related to self-inflicted injuries, and created dependency patterns among youthful audiences.
The legal documents reference a 2025 violent incident at Florida State University. Following his examination of conversation records between the suspected perpetrator and the AI system, Uthmeier had previously initiated a criminal probe into ChatGPT’s involvement in the tragedy.
Florida’s financial claims potentially extend into the billions of dollars. Additionally, the state requests judicial intervention forcing OpenAI to restructure its engagement methods with pre-teen users, specifically prohibiting information harvesting from minors absent guardian authorization.
Uthmeier identified Altman individually in the complaint, asserting the executive played a pivotal role in implementing ChatGPT functionalities that generated the greatest dangers.
“Sam Altman and ChatGPT have prioritized competitive advantage in artificial intelligence development over protecting our children,” Uthmeier declared during a media briefing. “Financial gain has eclipsed their responsibility to public welfare.”
