OpenAI has established a strategic partnership with Amazon Web Services to distribute its artificial intelligence solutions to workers across U.S. federal government agencies. The arrangement encompasses both classified and unclassified operations.
According to two sources directly familiar with the arrangement, the partnership was finalized on Friday, The Information revealed.
The arrangement enables Amazon’s sales organization to market and sell OpenAI’s technology and services to prospective government clients. OpenAI will collect a percentage of revenues generated from these transactions.
Amazon Web Services maintains established relationships as a leading cloud infrastructure provider for numerous U.S. government departments, positioning it as an ideal distribution channel for OpenAI to access federal purchasers.
This partnership also strengthens a distinct Pentagon agreement that OpenAI secured in late February. That agreement materialized after the Department of Defense terminated its arrangement with Anthropic.
The Pentagon agreement is estimated to be valued in the millions of dollars. It represents OpenAI’s strategic effort to expand its footprint within the federal government sector.
Sam Altman, OpenAI’s chief executive, previously acknowledged the Pentagon agreement had been expedited. He admitted the company “shouldn’t have rushed” it in the aftermath of the situation with Anthropic.
Enhanced Safety Provisions Incorporated Into Pentagon Agreement
Altman subsequently modified the Pentagon agreement to incorporate additional provisions. One key addition specifies that “the AI system shall not be intentionally used for domestic surveillance of U.S. persons and nationals.”
Altman further indicated that the Defense Department provided assurances that OpenAI’s technology would not be deployed by intelligence organizations such as the NSA.
“There are many things the technology just isn’t ready for, and many areas we don’t yet understand the tradeoffs required for safety,” Altman stated.
He further acknowledged the deployment appeared disorganized. “We were genuinely trying to de-escalate things and avoid a much worse outcome, but I think it just looked opportunistic and sloppy,” he admitted.
The Expanding Federal AI Landscape
Anthropic secured a $200 million agreement with the U.S. Department of Defense in July 2025. It marked the first AI firm to implement its models in mission operations on classified infrastructure.
OpenAI, Google, and xAI also secured DoD contract awards valued at up to $200 million each during the previous year.
Amazon and OpenAI had not provided responses to comment requests from Seeking Alpha at the time of publication.
The AWS partnership enables OpenAI to connect with a wider range of federal clients beyond the Pentagon. AWS’s pre-existing government partnerships provide OpenAI entry to agencies it might not have independently accessed.
