The ChatGPT creator has recruited a high-ranking advertising veteran from Meta to accelerate its entry into digital advertising. David Dugan, who concluded a 12-year tenure at Meta earlier this month, has assumed the position of VP of global ad solutions at OpenAI.
During his time at Meta, Dugan rose to VP of global clients and agencies — a strategic position managing partnerships with major advertising corporations worldwide. His career previously included stints at agencies within major holding companies such as Publicis Groupe.
His direct supervisor will be Brad Lightcap, who serves as OpenAI’s chief operating officer.
This strategic recruitment arrives as OpenAI faces mounting expenses that necessitate diversifying revenue streams beyond subscription models. Advertisement trials have been underway on the company’s no-cost ChatGPT version and budget-friendly subscription tiers since the beginning of this year.
A Reversal From Altman’s Previous Position
During a Harvard University speaking engagement just 24 months ago, CEO Sam Altman expressed reservations about this business approach, stating: “Ads plus AI is sort of uniquely unsettling to me. I kind of think of ads as a last resort for us for a business model.”
Altman’s apprehension focused on maintaining user confidence — particularly whether users might suspect advertisers could manipulate ChatGPT’s outputs. OpenAI has publicly committed that advertising content won’t affect the chatbot’s answers and that private user interactions won’t be monetized through advertiser sales.
The organization already features Meta expertise in senior leadership. Fidji Simo, serving as CEO of applications while directing product and business operations, previously held the position of VP and head of Facebook, where she managed advertising initiatives for approximately ten years. Subsequently, she guided Instacart through its public offering before transitioning to OpenAI.
Competitive Reactions
OpenAI’s advertising expansion has triggered responses from industry rivals. Anthropic launched Super Bowl LX advertisements that openly ridiculed OpenAI’s decision to incorporate ads into free and budget ChatGPT offerings — a deliberate critique of the strategic transformation.
Additionally, OpenAI brought aboard former Slack CEO Denise Dresser as chief revenue officer in December 2025, demonstrating the organization’s commitment to rapidly expanding its revenue-generating capabilities.
Dugan’s recruitment strengthens that executive roster considerably.
